dr Rostyslav Balaban
Leading Research Fellow at the Department of Political Institutions and Processes, I. F. Kuras Institute of Political and Ethnic Studies of the National Academy of Sciences of Ukraine. He graduated in History from the Dragomanov Ukrainian State University and completed his postgraduate studies at the I. F. Kuras Institute of Political and Ethnic Studies of the National Academy of Sciences of Ukraine. Dr Balaban has actively participated in numerous national and international academic and political conferences, including East–East: Partnership Without Borders. He is a former member of the Editorial Board of Nova Polityka, a peer-reviewed journal published by the Association of Young Ukrainian Political Scientists and Politicians. He served three consecutive terms as a deputy of the Kyiv District Council and is a member of the Ukrainian Political Science Association. His research interests focus on electoral processes, voting behaviour, democratic protest, and political participation.

prof. Ryszard Balicki
Professor in the Department of Constitutional Law at the University of Wrocław. A graduate of the Faculty of Law, Administration and Economics of the University of Wrocław, he is a member of the Polish Society of Constitutional Law, the Polish Association of European Law, the IUS Social Contract Incubator Association, the National Electoral Commission, and the Committee on Legal Sciences. He has been awarded the Silver Cross of Merit and the Medal of the National Education Commission. His research interests include human rights and freedoms, executive power, and the constitutional aspects of European integration.

dr Svitlana Brekharia
Senior Research Fellow at the Department of Political Institutions and Processes, I. F. Kuras Institute of Political and Ethnic Studies of the National Academy of Sciences of Ukraine. She holds the degree of Candidate of Political Sciences. In 2005, she defended her dissertation entitled The Individual as an Object of Politics: The Motivational Aspect of the Exercise of Political Power and was awarded the degree of Candidate of Political Sciences. She has worked at the I. F. Kuras Institute of Political and Ethnic Studies of the National Academy of Sciences of Ukraine since 2004.
prof. Jarosław Flis
Professor at the Institute of Journalism, Media and Social Communication of the Jagiellonian University, affiliated with the Department of Mediatization Studies. His research interests include political behaviour, electoral systems, public communication, social conflicts, and local government. He has led three projects funded by the National Science Centre (NCN): Measuring the Scale of Gerrymandering in Polish Municipal Council Elections in 2014; Paths to Success, Roads to Retreat – Patterns of Electoral Careers and Elite Circulation in Poland's Multi-level Electoral Competition System; and An Electoral System for Poland: Methods for Forecasting the Political Consequences of Introducing a Mixed Electoral System. His co-authored article Pot and Ladle: A Formula for Estimating the Distribution of Seats under the Jefferson–D'Hondt Method, published in the journal Public Choice, received the Duncan Black Prize for the best article published in the journal in 2020. He served as an expert to the parliamentary extraordinary committee responsible for preparing the Electoral Code adopted in 2011. His proposal for a Proportional-Local Electoral System was adopted in 2023 as the official proposal of the Parliamentary Group on Electoral Reform towards a Mixed Electoral System.as the official proposal of the Parliamentary Team for Changing the Electoral Ordinance to the Mixed Ordinance in 2023.

Professor in the Department of Constitutional Law at the Jagiellonian University, Polish member of the European Commission for Democracy through Law (the Venice Commission) since 2026, Vice-Chair of the Committee on Legal Sciences of the Polish Academy of Sciences, Head of the Centre for Interdisciplinary Constitutional Studies at the Jagiellonian University, and Head of the interdisciplinary doctoral programme Society of the Future at the Doctoral School in the Social Sciences of the Jagiellonian University. Professor in the Department of Constitutional Law at the University of Wrocław, Head of the Department of Constitutional Law and the Postgraduate Programme in Personal Data Protection, member of the College of the Supreme Audit Office (NIK), legal counsel, and author or co-author of nearly 500 scholarly publications. He is Editor-in-Chief of Przegląd Prawa i Administracji (Review of Law and Administration) and a member of the Editorial Board of IT w Administracji. Between 2017 and 2019, he served on the Expert Committee of the Inspector General for Personal Data Protection (GIODO).
