dr Rostyslav Balaban
Dr Rostyslav Balaban is a Leading Researcher at the Department of Political Institutions and Processes. He holds a degree in History from Drahomanov National Pedagogical University and completed his postgraduate studies at the Kuras Institute of Political and Ethnic Studies of the National Academy of Sciences of Ukraine. Dr Balaban has actively participated in numerous national and international academic and policy-oriented conferences, including “East – East: Partnership Without Borders.” He is a former editorial board member of New Politics, a peer-reviewed journal published by the Association of Young Ukrainian Political Scientists and Politicians. He served three consecutive terms as a Kyiv District Council Deputy and is a member of the Ukrainian Association of Political Science. His academic and research interests focus on electoral processes, voter behavior, protest democracy, and political participation.

dr Svitlana Brekharia
Senior Researcher, Kuras Institute of Political and Ethnic Studies of the National Academy of Sciences of Ukraine, Department of Political Institutions and Processes, Candidate of Political Sciences. In 2005, she defended her dissertation on “Personality as a subject of politics: the motivational aspect of the exercise of political power” and received the degree of Candidate of Political Sciences. She has been working at Kuras Institute of Political and Ethnic Studies of the National Academy of Sciences of Ukraine since 2004.

dr hab. Jarosław Flis, prof. UJ
Professor at the Jagiellonian University in the Department of Mediatization Research. His research interests include: political behavior, electoral systems, public communication, social conflicts and local government. Three projects he led received NCN grants: "Studying the scale of the gerrymandering phenomenon in Polish elections to municipal councils in 2014", "Paths of success, paths of retreat - patterns of electoral career and elite circulation in the Polish multi-level system of electoral competition" and "Ordinance for Poland. Methods of forecasting the political consequences of introducing a mixed electoral system". The publication "Pot and ladle: a formula for estimating the distribution of seats under the Jefferson–D’Hondt method" (1.9), which he co-authored and which appeared in the renowned journal "Public Choice", received the "Duncan Black Prize" for the best text in this periodical in 2020. He was an expert of the Sejm's extraordinary commission preparing the electoral code adopted in 2011. His project of the "Proportional-Local Ordinance" was adopted
as the official proposal of the Parliamentary Team for Changing the Electoral Ordinance to the Mixed Ordinance in 2023.

A faculty member at the Faculty of Law, Administration, and Economics of the University of Wrocław, head of the Department of Constitutional Law and the Postgraduate Studies in Personal Data Protection. He is a member of the Supreme Audit Office (NIK) College, a legal advisor, and the author (and co-author) of nearly 500 scientific publications, including monographs, commentaries, articles, commentaries, and editorials. He is the editor-in-chief of Przegląd Prawa i Adminiacji (Law and Administration Review), a member of the IT in Administration program council, and from 2017 to 2019, a member of the Expert Committee at the Inspector General for Personal Data Protection (GIODO).
Professor M. Jabłoński's interests include issues such as: constitutional law, the protection of economic freedom, the information status of individuals in modern democratic states, the protection of whistleblowers in public and private entities, along with the implementation of appropriate procedures, the application and implementation of artificial intelligence (AI) algorithms in the practical operation of public and private entities, the security of classified information, statutory secrets, and the status of legal professions of public trust.
He is an author of over 100 different types of legal opinions concerning, among others: the legislative process, the constitutionality of specific solutions, as well as detailed issues related to information protection in the area of public law and private law.
